QUESTION: article 77, International convention of migrant workers

I am trying to find information about article 77 of the International Convention on the Protection of the Rights of All Migrant Workers and Members of their Families. Specifically, as of 2007 has any state made a declaration accepting this article?? (10 countries must accept it for the procedure laid out in it to enter into force).

The UN High Commissioner for Human Rights (OHCHR) gives a list of countries which have either signed and/or ratified the convention. On that page, the only country that mentions Article 77 specifically is Turkey which stated that they "will recognize the competence of the Committee on the Protection of the Rights of All Migrant Workers and Members of Their Families at a later time." So I'd assume that all signatories have signed on to the entire convention. The site also notes that the convention entered into force on 1 July 2003, in accordance with article 87 (1).

You could try searching in the UN's Official Document System (ODS) for more information/documentation on the ratification process. ODS is free and full-text. You should also try contacting the UN's Dag Hammarskjold Library.

Lastly, the OHCHR's Committee on Migrant Workers is the body that monitors implementation of the convention. Their annual reports and FAQ are there as well as contact information (). That may be your best bet, as the more I read on OHCHR's site, the more it sounds like procedures for individual complaints (article 77) have not been agreed to by the signatories. I haven't found anything on their site that speaks to this though so an email directly to them would hopefully get the answer you need.
