QUESTION: Does a NYC administrative tribunal need a state enabling act?

Under Article IX, section 2, subdivision 2, paragraph b of the NY State Constiution, local governments are given a measure of autonomy in enacting local legislation in relation to their government. In furtherance of this, the legislature enacted the Home Rule Law. Under these laws, could a provision of the NYC Charter creating an administrative tribunal with jurisdiction to adjudicate violations and impose civil penalties for violations of the NYC Administrative Code be enacted by local law, or would there need to be a state enabling act with specific langauge which would authorize the City Council to ebact a law to create such a tribunal?
